Services The Clean Team Provides

Sacramento Navigators’ Clean Team provides professional property maintenance, beautification, and community support services throughout the Sacramento region while creating structured employment opportunities for individuals transitioning out of homelessness, addiction, and long-term unemployment. The program combines workforce development, accountability, mentorship, and hands-on job training to help participants move toward stable employment and housing while delivering dependable services to businesses, shopping centers, nonprofit organizations, public agencies, and commercial property owners.

The Clean Team currently offers services including:


  • Parking lot litter and debris removal 
  • Sidewalk and curb cleaning 
  • Pressure washing 
  • Graffiti removal 
  • Dumpster enclosure cleanup 
  • Landscape maintenance and weed abatement 
  • Illegal dumping removal 
  • Encampment cleanup support 
  • Exterior property maintenance 
  • Trash and bulk item removal 
  • Public space beautification 
  • Business district cleanup services 
  • Light landscaping and trimming 
  • Day porter services 
  • Special cleanup projects and rapid-response cleanup services 


When businesses and property owners hire the Clean Team, they are doing more than simply contracting maintenance services — they are directly helping fund Sacramento Navigators’ recovery and workforce development programs. Revenue generated through service contracts helps provide work opportunities, structure, mentorship, transportation assistance, job training, and pathways toward long-term employment and independent living for individuals rebuilding their lives. Every service agreement helps create meaningful work opportunities while improving the appearance, cleanliness, and safety of the community.

Sacramento Navigators Clean Team Program

Empowering Individuals. Restoring Communities.


The Clean Team Program, operated by Sacramento Navigators (SacNav), is more than a beautification effort. It's a transformative workforce initiative helping individuals recover from homelessness, addiction, and long-term unemployment. Through mentorship, employment, and personal development, we restore lives while keeping Sacramento clean.


Program at a Glance:

  • 60-Day Probation (Yellow Hat): Participants referred by shelter caseworkers begin with two months of probation to rebuild work habits and assess their readiness.
  • Formal Enrollment (Orange Hat): Successful candidates officially join the team with up to 18 months to graduate—most finish in under 8 months.
  • Housing First: Stability Begins with Safe Housing. Participants transition from shelters to independent living early in the program.
  • Career Development: While working during the day, participants attend classes and training at night, building toward long-term employment.
  • Whole-Person Focus: From securing IDs and reinstating licenses to setting personal goals, participants receive holistic case management support.

Results That Matter:

  • Average completion time: Under 8 months
  • Graduates secure jobs across both the public and private sectors
  • Recognized by the International Downtown Association as an innovative new program - 2024
  • Received the National Institute on Crime Prevention "Program of the Year" Award - 2025
